To foster true resilience, resilience planning must address the underlying factors–the vulnerabilities–that shape risk, making certain residents more at-risk than others. In order to promote more equitable resilience, vulnerabilities and hazards are examined in tandem to lead to a unified approach to planning and climate-induced migration.
